Looking for some help

New member looking for some veteran advice. I currently work for a police department that is struggling with budget woes. So I'm having to purchase a sniper rifle and the equipment needed. So I'm looking for info on a rifle in the range of 600 dollars to 1000 dollars. I've heard some good things on Remington's 700p 308 caliber.
Also any advice on a scope. Any where from 100 yards to 1000 yard scope.
Plus if anyone knows of training in the middle Tennessee area. Whether its a sniper school or a retired military veteran who teaches on the side.
Again any help in this matter would be greatly appreciated!

1000$ budget for rifle and optics?? If that just rifle then the Remington 700P would not be a bad choice. Optics I would say depends on the budget. That or maybe save some money buy a cheap savage get a barrel wrench buy a quality pre fit barrel and throw it on. Lots of options.
