Yonhap News is saying that these are military. MPs of the ROK infantry. Supposedly civil police's duties had been immediately suspended upon declaration of martial law and the army garrisons were mobilized as 'home guard'. I don't think they were even issued live rounds. Martial law as of now has been lifted.
