I've found the same about the mosins. The best way to shoot them is either offhand, or rested on a bag placed near the action, not forward on the barreled section. In addition, if you place your thumb on the back of the bolt, you can actually index your hand consistently and pull the trigger the same way each time to get a more consistent shot grouping.

I shoot them in Vintage Sniper matches and have found that, even pulling them down hard into a sanbag, at the "belly" of the stock, can play hell with my groups. When you get them tuned, they're great shooters, but understanding their barrel/flex issues is paramount in maintaining their accuracy.
