I have a feeling this is not right. I just got a hornady neck turning kit and the cutting blade is not parallel to the case neck, so when I'm finished cutting, my case neck is thinner at the case mouth than it is near the shoulder by about .005-.006! A turned 6.5CM case measures .292 near the case mouth and .297 towards the shoulder. I tried both cutting tips that came with the kit. Both cut the same way. I think the cutting body's mandrel and cutting blade are not at the appropriate angle to each other. Or is this common?

You could be right. As far as I know, the neck wall thickness should be the same throughout the entire neck surface.

Something to also be aware of is that neck sizing bushings usually have a taper in them. Meaning, when used as originally intended/designed, the brass's neck will have a top to bottom taper when sized. You can simply flip the bushing "upside down" in the die if you don't want the taper. This is different than inconsistent neck wall thickness though.

My 21st century cutter is profiled so as to slightly trim the neck/shoulder junction so it is definitely not parallel to the mandrel.

Just for anyone's future reference. I sent my tool back to Hornady and they found it to be defective and replaced it. I knew I wasn't crazy! I swear, everything I buy since entering the world of PRS games has been defective. I always get the bad stuff! Luckily they were great about it and took care of me. Much better than I've been treated by other companies....cough Bushnell cough.
