Article only covers a small proportion of the issue ; but here in my state of MI police stole $21 million under the guise of CAF. And only about half of agencies required to report do so so it could be much higher .
CAF - civil asset forfeiture. The practice of stealing money and or property from its rightful owner with no due process, criminal or civil conviction or even charges being filed.
