You're making the assumption that the state certified him based on a claim of Navy SEALdom. That doesn't happen.
In regard to the legal ramifications? Plenty of students from there have been involved in shootings and it hasn't been an issue. This is not "what I read on the internet", as others seem to be wont to repeat, but at least two officers have done so that I know personally, one that I went to high school with.
Johnson has testified as an expert witness with this SEAL nonsense never having been brought up by anyone as an attorney is normally bright enough to know that internet hearsay isn't really of concern in court.
If you look closely enough, you'll see that Johnson is still in business while his chief accusers aren't.
