Please help with US Navy emblem

    Hey guys, I’ve been commissioned to do a flag for a retired US Navy Airman. I’ve done all the branches except the Navy. When I looked up the US Navy seal, I’m getting these two:

    Which one is appropriate? And feel free to educate me, were these used during different time periods? Are they both still in service? What is appropriate on a flag? This gentleman got out in 1994.

    For reference, here is an example of one I did for a couple US ARMY members.

    Looks like the first one is US Navy seal, the second one is US Navy Reserve? I was USAF, so take that for what it's worth.

    The bottom one is the US Navy. Top is Dept of the Navy.

    Technically both would be right; I guess the question is, is the guy a sailor or some sort of administrator?

    If an actual sailor, he'd appreciate the US navy over the Dept version just like I would have appreciated Heer over Bundeswehr.
