In a society where a high concentration of good folk are also armed, when a state entity goes rogue, they will be immediately countered by a group like the Lincoln County Regulators, the historical San Francisco Committee of Vigilance (1850-1885), the Travis Rifles (Reconstruction Texas), or guys like Tom Horn, and the problem can be settled while it is still local and not spread into the wider areas.
Who will be the regulators of the "law", when the "law" themselves are rustling cattle and sheltering rustlers???"
