Note this article is from June/July of 2020, when mask were mandated in Texas. I know because I was stuck in Houston for three months, with Houston police patrolling the hotel enforcing mask wearing. The second thing you posted refers to a bill that encourages masks, not mandates. The third you posted reiterates the first. There was no state mandate to wear a mask, only local powers to enact requirements, as it should be.
