IIRC, it got changed during the O'Bozo administration , but before that there were some pretty tight restrictions on what could be purchased with food stamps. There were a few allowances but it was pretty much limited to foods that had to be prepared at home.

They did the same thing in Minnesota with the metro public busses. They had busses shutting down or getting a couple hours of run time in the really cold weather.
