You can certainly sand or scuff off the hydro dip. The best way I've found to redo a botched dip is to use simple denatured alcohol (if the stock is synthetic). You can also use regular lacquer thinner to remove the clear coat and continue on through to the ink of the hydro dip. You'll hit base coat and then you can repaint, etc., from that point.
