does anybody know of quality/tac rings 30mm to fit a ruger ?

A Ruger to Picatinny adaptor would be best. This is what I found but can't vouch for the quality.

I know Weigand makes Ruger to Weaver adaptors for 10/22, M77/22 but I don't see one for the M77 rifles.

Burris makes a two-piece Weaver adaptor:

You could use the Burris Signature ZEE 30mm rings (w/ inserts) to get the canted base effect.
