Spikes Tactical ST15 Lower Question

I understand that I have to do the whole tax stamp process for a SBR but one of the lowers I own is a Spikes tactical ST15 multi cal lower. On the serial # though it say SBR031**. Does this mean it was registered as a SBR already at one time? Haven't had a chance to compare. Thanks in advance for any answers.

No the SBR stands for Spikes Battle Rifle. If it was registered as a SBR, it would of needed to be transferred to you as a SBR on a Form 4.
