Would I be risking the integrity/strength of a composite stock (Bell and Carlson M40, specifically) by putting two screws into it to attach a rail segment? I'd like to be able to swap a bipod between the bolt gun and my AR but the bolt gun will need to have a bit of rail on the underside of the foreend to do that. I suppose epoxy or JB-Weld would work but I'd trust bolts a bit more than adhesive...

In a B&C you're may hit aluminium, you will want to drill a pilot hole.
Personally if I where inclined to install a rail on mine I would get one with screw hole spacing to match the two foreend swivel studs or get an undrilled piece, drill and countersink it for those holes, which use machine screws tapped into the aluminium.

I have flush cups, as cheap and easy as they are, I wouldn't go another way. But if you're putting a rail on anyway you could always use a rail mount swivel, and avoid drilling any holes in your stock at all and potentially voiding your warranty.
