Heres a few of my thoughts and I'm sure some will take them as that I'm taking up for mini-me. I will agree I think he did a lot wrong as well. But here's my 2 cents.
You don't get to as for a supervisor just because of a routine traffic stop. If you have an issue of how I handle a stop, I'll be happy to have one show up AFTER I'm completely done. I am usually the only officer on duty for my agency so no supervisor is available. They can feel free to contact my Chief any time but not right at the start of my stop.
I agree on waiting on backup and playing a delay game until then given his size. BUT once he starts trying to walk around, the dynamic changed. You can't allow that kind of movement on a stop. You don't know if he's going for a weapon or trying to flee or ditch drugs or something. We control the scene, period.
Once little man grabbed him as big dude was walking away a refusing to follow commands, all bets are off. Kudos on him for not backing down.
Commands in regards to taser deployment, theres no set number but a couple of warnings are a good thing. Once he was on the ground in the door way, slowing down and wait for backup would be good. Continuing to give commands at that point is kind of pointless... much the same as big guy's continued asking for the supervisor.
One other consideration is that a taser being taken away (in Indiana) justifies deadly force. Now, some considerations are if the taser has an undeployed cartridge available, can the bad guy work it? So that doesn't necessarily mean shoot the guy but is a consideration. (The reason its deadly force is a taser can incapacitate the officer and he'd have no control over his weapon)
I don't give ultimatum commands or countdown options either. Typically, my go statement is something like "is there anything I can say to get you to comply?" Most agencies in my area know that's showtime.
These are the reasons why I think the officer acted appropriately. **** that doesn't mean he did everything right, but to me his mistakes were minor in the face of a suspect not complying from the start.
