The city gives out over 400,000 clean needles A MONTH, and then does nothing about the 'problem' laying around????

STOP GIVING OUT NEEDLES,
completely.

The problem will clean itself up in short order. A- users will 'keep the needle they have' and re-use it, to which they'll shortly get sick. B-others will share needles, to which they'll shortly get sick.

Either way, it's a win/win for THE REST OF SOCIETY.

I go there a bit and LA a lot.

It is truly disgusting that we let this go on to the extent that we have. I’ve seen a lot in LA and not in the worst parts.

We closed state run mental institutions a long time and integrated that population into the general one. Add drug problems and cost of living in these cities and you have have a huge homeless issue.

The conditions I have seen in Venice are no different than what I have seen in Mexico or San Paulo Brazil.

We need to take it back versus writing it off
 
There was a large encampment of them near Angel Stadium in Anaheim. They offered options as they were preparing to evict them. One of the options was a voucher for 30 days in a hotel. As you can imagine several took that option. As you would expect many hotels were trashed as a result. Clearly they still don't get it. Relocating them doesn't solve the issue. It just spreads it out to places that didn't have as large of a problem. But like the late George Carlin said: "Not in my back yard".
