They are (the city) in violation of MANY environmental laws, especially state law on waste, environmental health, vector attraction regs on solid waste, etc, etc.

I go there a bit and LA a lot.

It is truly disgusting that we let this go on to the extent that we have. I’ve seen a lot in LA and not in the worst parts.

We closed state run mental institutions a long time and integrated that population into the general one. Add drug problems and cost of living in these cities and you have have a huge homeless issue.

The conditions I have seen in Venice are no different than what I have seen in Mexico or San Paulo Brazil.

There was a large encampment of them near Angel Stadium in Anaheim. They offered options as they were preparing to evict them. One of the options was a voucher for 30 days in a hotel. As you can imagine several took that option. As you would expect many hotels were trashed as a result. Clearly they still don't get it. Relocating them doesn't solve the issue.
