Pure speculation, but I think in the early days of the war when the Russians lost quite a few higher ranking officers and lots of old outdated equipment in a big hurry, was the wake up call the Russians actually needed to kick start them into having folks in charge that were more dynamic and understanding the need to learn about a real modern war in a big hurry.
Folks think Russian tactics still be like the old Soviet days, but those who have been watching have been seeing how the Russians have rapidly changed their tactics and formations to match the threat, some are pretty ingenious.
Everyone likes to crow about how the USA killed hundreds of Russian Mercs that were having a battle to help a local government try to take back control of national assets that a USA corporation had essentially seized. Emp is a weird thing based on all my research. If it was a ground burst low yield little guy (like 0.5kt) desigmed to level a couple city blocks (or under a couple city blocks).. I dont think the EMP from that would travel so far because the EMP waves are propogated and spread by the magnetic fields in the upper atmospheres. I might be wrong, but thats what I'm recalling off-hand.

I believe when they are detonated in the upper atmosphere/low earth orbit that the EMP propagates further, while a near ground detonation it is more the heat and blast wave that are doing damage, the EMP is there but doesn't spread as far and secondary to the other effects.
Why I don't know specifics, but that is what I have been led to believe.
