Start a garden and collect seeds. Order seeds online. Get seeds from people who grow fruit/vegetables.

Dammit, she didn't "ban seeds and plants". Stores larger than 50,000 sq. ft. can't sell certain types of items, and "gardening supplies" are on this list along with paint, carpet, and some other bullshit. One can still wander down to the local small hardware store and buy seeds and supplies, and possession is certainly not affected.
It's a boneheaded move (particularly since garden departments aren't exactly the most crowded areas in April) in a series of boneheaded move by this governor's office, but the OP's thread title is deeply misleading.

It's just the bigger ones with more room, they want all the old people crammed into the smaller stores to get their gardening supplies.

Fuck if I know where your brother in law is doing his shopping. Small stores in the UP may not have seeds because they are a loonnnggg way away from planting season. Hardware stores are still probably set up for selling snow shovels and rock salt.
He's also probably the only Yooper that doesn't already have 20 years of seed tucked away in the polebarn. It's usually the shelf above the lifetime supply of chainsaw bar oil.
It is a massively fucked up rule, however. There is a terrific garden store around here that is going to start losing business opportunities if the order is extended any longer, and the prohibited sections aren't exactly a hotbed of social congregation under any circumstances.

I'll look on the positive side of this. If the pubics could get their act together and they themselves be Constitutional, these acts by MI, MS, KY (et al) governors would make fantastic campaign "ammo." I saw Jim DeMint on TV and he (as I too) am shocked how easily people just gave up their rights. Prime example is these forced church shutdowns.

Who is the "they" that needs to yank the leash? That would be our state legislature. Both chambers are controlled by the Republicans. What have they done with their considerable power? Best that I can tell, they have made some Twitter posts and issued some milquetoast statements to the press:

CORRECTION: An earlier version of this story stated Governor Whitmer's Executive Order banned the sale of fruit and vegetable plants. That is not correct, but it is how all the retail outlets we contacted have interpreted the Executive Order.
I agree. But we won't do a thing about those legislators. They'll throw us a bone when they finally muster up the courage to take session again - maybe late July, if it doesn't interfere with previously-schedule vacations - and we'll have mostly forgotten about their malfeasance by the time November rolls around (or will come up with some weak-sauce excuse as to why we're going to hold our nose and vote for them). Sound about right?
