The title seems (to me) to be an oxymoron. My understanding is that the justice department is too accuse of wrongdoing then try the evidence in court. Thus it might be correct to say "The Justice Dept accuses the IRS of wrongdoing under Obama." But only the accused can admit to wrongdoing, so perhaps the headline might read "The IRS admits wrongdoing under Obama."
If ever I am accused of a crime I hope that the Prosecutor does not get to decide weather or not I have admitted quilt, but rather has the burden of proving that guilt in court. I agree strongly, that the Justice Dept should be trying the IRS in court for these things.

But we know damned well that, in a majority of the cases, the out-of-court is a convenient pro-forma that doesn't alter the truth of the matter.
So, wrong was done, and settling lawsuits addresses that. And let's face the fact that Lois Lerner, et al., will most likely never see a day in court.
I'd much rather have seen a different, more punitive and fulminating outcome, like you, but quibbling over an oxymoron (when you mean a misnomer, more accurately) won't change it.
So...the plaintiffs got a "settlement" and an apology from the IRS. Thus, YOU AND I paid for their wrongdoing out of our own pockets (the settlement), and even though they admit the law was broken, and we know who it was that did it, no charges are filed, no one goes to jail, and they get off with just saying, "Sorry, it must suck to be you."
So far, yeah, that's the picture. Unless, of course, you wanna locate the bad actors and pull a Mussolini-style reckoning on them. I really don't recommend or condone that. It's more, so far, the other side's style.
