I've spent a lot of time over the last week or more thinking about this. My first thought when you posted this question was to not answer it, but I don't like doing it that way. So, what I'll say while avoiding anything whimsical is, I'm seriously considering it. The designs, etc., have been a work in progress for a little while, so the least of the challenges. What I've been working on since all this came up is, the business model, business plan, etc.

I've reviewed what's available and what has been advertised as possible offerings sometime in the future and I'll say that the time is prime to kick this thing much further down the road. So, to answer a direct question, transparently and honestly,

"I'm actively working on the possibilities and developing data on what it looks like to stand something up."

Please note that I didn't say that I'm, beyond the shadow of a doubt, standing something up, but instead, I'm working on the due diligence.

I think it’s fair to say they set the bar in Rimfire for anyone else to follow. Not the first, but what they were expected to be as top tier.

RimX has gone a step further, (yes, I ragged them for lack of transparency and how the bolt issues were addressed) hoping they’re fixed, but until something new comes out, AND is proven, those 2 still rule the roost.
You're definitely making some valid points and there's certainly indications that "advancement" has stalled due to the oldest game in the industry, but I'm certain "better" will be a product of the unfortunate situation unfolding in front of everyone.

In the periphery, there are a few scrambling to adjust in an effort to keep operations going (termed as TOP SECRET in a prior post) that have been designed around the creation and existence of the V-22 line, but, those operations have nothing to do with advancement. Instead, they maintain status quo, which, in the long run, isn't good for the community.

Weird Eley Match Lot#

The velocity differences aren't a surprise.
When the factory labeling process is based on statical sampling,
management establishes acceptable defect rates,
defect levels, level of confidence to be applied to establish the sample size.
Profit is job one, expense kept to a minimum,
so 400 shots are all that are actually fired to label a batch of 28,000 cartridges.
That leaves room for less than stellar quality product to slip by.
