Without US manufacturing input Israel can not manufacture much beyond small arms. they export a paltry 2 billion $ in arms per year. US arms industry likely lobbied for such an arrangement like it snuffed many Us funded Israeli projects out in the past in fear of competition on world markets and given Israel's limited manufacturing capability Israel did not turn down a free lunch, they might still regret increased dependence if supply is not there.
