I learned this when i was 16 in cali. They would pass by illegals, foreigners and low lifes with too many fish, too small of fish and illegal bait and come over to me to make sure i had my license and permits. I called the game warden out on it. He didn’t care.

you have to wonder who California law makers do care about if they don't give a hoot about business tax payers or the poor who the heck is left
