I've heard that you either should be into the lands or out, not close. A piece of paper is .003 and being 1 or 2 thou off on individual cartridges will have more influence when close to lands. So either .010 in or .010 out is more consistent. Your gun seems to like .020 out so go with that. Less...
I carefully line the rings with electrical tape. It keeps marks off the tube and offers some grip between the surfaces. Also I use a sharp pencil to mark the scope location.

I use a 6SLR and it works hard for me. At 3100fps it's only 6.7 mil vertical at 1000 and still supersonic at 1500 yds. This is with 105 hybrid bullets which use a 1:8 twist. If use use a 7.7 twist then you can use the heavier 115 DTAC bullets. I don't think they will fit in a regular magazine...
I can't tell for sure but you could try a trick I used once. Take the crush washer (or a spare) and sand the narrow end of the washer. If you sand too much or screw it up then you're only out $2. I put a sheet of 320 grit on the table saw and rub the washer back and forth. Test again. Finish...
