To ring the velocity outta that cartridge I would not suggest a 20" barrel. My heavy barrel 06 is a 26". If your set on a 20" a 308 will do all you need with that length.
If you plan to shoot 1100yds an 03A3 won't work given it's rear sight doesn't adjust that far. I would vote for a Swiss k-31or 1911 for the longer sight radius second the 1917 enfield and third a 1903A1. I own all of the above and based this on how accurate I am with each. I will say the 1903...
If you want one sooner than later I'd go with Delton. Model 1 last I checked was still 8 months out on orders. Check JSEsurplus.com. I own a delton and have no issues with it.
I've ordered a bunch of stuff from them over the last year and only once did I not receive a parts kit with a lower and parts kit deal. I called, got a hold of someone in a few minutes and had the parts kit at my door in 3 days. Whatever your issue is they will do there best to make it right...
The info I listed for mine is for 5.56 but your load with the BC of SMK's should be damn close with in a couple inches. According to my Ballistic calc with the info you gave you want to be exactly 1.5" low at 25.
+1 for the Liberty Fatboy Got mine from Gander MTN on sale for $1899. I can't say anything for or against the durability of the electronic lock on it as my other safe has a S&G tumbler on it but it's certainly faster to get into. I really like the door organizer that came with it though.
