Outside of NYC (and maybe Westchester County just North of) the proles are allowed to have featured rifles with locked ten-round mags... pop the rifle open to top load. Or featureless rifles (no muzzle device or grips, fixed stock) with mag drop. I’m sure he was a good boy.
