Entire department given points and prizes for arrests - wether valid or not

They took the DUI for profit game to the next logical step- arrest ticket everyone for everything and some will stick and generate revenue.
Every once in a while a real criminal might get arrested as well , but who cares ?

The top prize for the most tickets and arrests was a tattoo parlor gift card; I’m not sure if that was better or worse then the pizza or amazon gift cards other states have used to incentivize arrests
