Do you have server / http request logs? If the traffic looks like a "normal" client, then my guess is that IP address probably belongs to a egress NAT pool from a (possibly gov) network in the DC/Arlington area. If the traffic looks automated (non-human), then upgrade that tinfoil to proper copper mesh lol (kidding).

When I got onto this site I was definitely amazed at not just the information, but also what I clearly didn't understand about how many people who were so well-versed on the Constitution, Bill of Rights, etc and case law. It definitely opened my eyes.
