Homeland Security and so called crisis actors?

The ol' lady just read somwheres' that Homeland Security dispatched 'crisis actors' to Sandy Hook specifically to be interviewed by the media IOT further anti-gun sentiment. Has anyone heard of such a thing or someone with way better google fu than I shed some light.
