Base screws get 15 in./lbs, not 65 in./lbs.
The crossbolt (on rings) gets 65 in./lbs.

I use blue Loctite 242 around the screw holes, on top of the receiver.

Make sure that you push the base forward, toward the muzzle, when tightening it. You want the recoil shoulder to touch the receiver.

65 inch-pounds? Only if you want to break the screw heads off.

* Clean the four threaded holes with alcohol or acetone.

* Dry fit the Badger Picatinny rail base and check to see whether the holes line up properly.

* Coat the receiver hole threads with blue (I use red) Loctite.

* Remount the base to the receiver and add the four screws but do not tighten them down just yet. Note that at least one of them is shorter, it goes at the end closest to the muzzle.

* Now tighten the four screws using an Allen or Torx wrench. Do NOT tighten to 65 inch-pounds, this will break the screws. They should be "snugged" down, but not over tightened. There is no standard torque for these screws that I know about.

Do I wipe alcohol or acetone on the top of the receiver to clean it from small particles? Sorry I did mean 15, I had read the PDF I was making sure it was the proper way.

The way listed by Badger is a good method to follow. And yes you can wipe everything down including the receiver top with either alcohol or acetone.

One caveat, every place Badger says RED Loctite, I substitute Blue Loctite. Red is for never ever taking something apart. You can get stuff unglued again when using RED Loctite using a heat gun, but it is a bitch.

So if you plan on your bases staying put on your receiver forever, use the RED. If not use the Blue.

And remember after you finished mounting your base: Wipe down your insides with some good alcohol.
