I think you'll find that from a practical standpoint (meaning animal flesh, not water jugs or fruit) than the threshold is substantially higher. There is no "magic line" per se, but somewhere around 2000 fps is where things get interesting.
Obviously, 5.56 from a 16" barrel at 1 meter is, uh, well above whatever threshold upon which we may agree.
