It's an Olds thing best I can tell. The only thing I can come up with is that the speedometer cable actually threads through the driver's side spindle. The grease cap has a cog in in to run the speedometer. Static build up? The passenger side has one also. So that kinda put the wtf on my idea.
It's kinda one of those things that I thought would be cool to put back. The car guys would be interested in it. Others wouldn't even notice.
I'm guessing you have fan(s) on electric motors in front of the radiator.
Static electricity causing arcing across the wheel bearing is the general consensus from a Google search. Good eye on catching it, and good on the OP for installing it. (whether it
serves any real purpose or not)
In that picture I was just mocking up the radiator. I made a template for the welder to make some brackets to mount the fans and shroud. They should be done in a couple days.
It's a 1966 Oldsmobile Jetstar 88. Pretty much a unicorn. The Jetstar was only produced for three years. 64 and 65 were similar and it was redesigned for 66. Then it was discontinued.

My dad had an Olds Toronado. We also had a 98, Omega and Cutlass through the years.
I'd like to think she's showing how proud she is of her sammich making skills.
But more than likely she's proud of her meat cutting prowess.
Too bad the radial artery is in the forearm, not the pelvic area (Left or right side, we dont know) where the issue was described......
