Its a little different to repeat someone else's lie because you are uninformed than it is to manufacture a new lie willfully. Someone who says "7 universities are suing the government" is repeating a lie created elsewhere. And there for sure are a lot of repeated lies.
Someone who is sitting at an electron scanning microscope and saying "gee look at this new COVID variant" when they are just looking at a blank screen is manufacturing a lie.
If your conspiracy requires that 1million people from a hundred different countries, dozens of different cultures, and wildly diverse backgrounds make up completely new lies just to keep you in line every day then you might be having a problem.
If it requires that 100,000 scientists become willing murderers for free...for no benefit to themselves whatsoever...there might be structural and foundational problems with the conspiracy theory.
It's not impossible, just very very very very very improbable.

Now, lets flip this over a bit. And talk about masks. There is a fair amount of research done by nation states that indicate that masks are useless, social distancing isn't very effective, and we are pretty much all going to get this thing over time.
Why can this still work as a conspiracy? Because there are VERY few people actually equipped to test if masks work at all, and the orthodoxy is very strong on mask wearing in the medical community. The number of people who have to manufacture new lies are low, and the number of people willing to parrot those lies are high.
At this point, it definitely looks bad for mask wearing as a positive driver of low infection rates, and it had a LOT of centralized control of data. It also benefited the statists immensely as an indoctrination mechanism towards more and greater social control. And it allowed them to decimate the small/medium businesses as part of a lockdown.
Soooo....1million people from different background manufacturing new lies every day? Not very likely.
