Rifle Scopes S+B + 30MOA rail problem

The solution seems obvious to me.. but I'm interested in comments..

I recently purchased an S+B PMII as an upgrade to my NXS8-32 x 56 for my Rem 700 5R.
,Now my 5R has been through a couple of gunsmiths including D&D to get clop-slotted. (square style, M40) while there I also purchased his rail which turns out to be a 30MOA rail and the S+B won't adjust far enough (by approx 2.6Mil) to get a 100yrd zero at the intersection of the cross-hairs! I'm surprised by this as the Nightforce had 2.1MOA to spare when it was on the rifle..

Only option is to purchased a Badger lugged 20MOA rail right and have it fitted by a smith?

OK, Now I have it!

I think I gained about 8Mils there.

Thanks for your help Triggermonkey.. I did read the scant manual but did not consider making the adjustment with the screws loosened and then tightening and returning to zero.

I knew that my post would get results.
