sounds to me you're wanting to acomplish the same as what a canted rail would do...in that case wouldn't you want an upward, not downward. angle? I've never heard of anyone putting anything in a scope ring...I have heard of shimming underneath the rail itself. forget the whole thing and just get a 20 MOA rail.

A while back I shimmed inside the rear ring using 35mm film negative. I would not go more than three layers and go gentle tightening.

It's not ideal but will get you some elevation when a canted rail is not available.
