They don’t even have to be very skilled. Just organized and focused. The ability to continue solid work under pressure is key. Support personnel need to be committed and willing to speak whatever keeps the process flowing. It will be a synergistic relationship.

Here is the thing, what can normal people do? That’s what needs to be shown. People need a call to action. I’ve already stated what needs to be done many times but there doesn’t seem to be enough to take on that calling yet. So for those others, it needs to be screamed from the rooftops as to what normal folk can do.
Great question. The squeaky wheel gets the grease. Notify your representatives that this is important, to you. Resources are allocated by what they think people care about, at least to some degree.
Beyond that, keep an eye out. Anyone can call in a suspicious situation, though not all places will have response times fast enough nor will all have properly trained personnel responding. I recommend against getting personally involved unless you see an active physical abuse. You’ll likely be fighting all of them, if you do inject yourself into their situation.
This is relying on the very system that is part of the problem, therefore that’s not an answer.
