Gunsmithing Stuck gas block on ABC carbon fiber AR-15 barrel

I have a Badger low profile gas block that appears stuck to my Rock Creek/ABS carbon fiber wrapped AR-15 barrel.

What would be the safest technique to use to remove it without damaging the carbon fiber wrap?

You might want to check, instead of set screws or pins it is common for gb's to be epoxied on the carbon fiber wrapped barrels.
