Do what Gunfighter says, focus reticle against a blank background (white building, slightly cloudy sky- don't look at the sun) look through scope and make minor adjustments to the eyepiece, then look away for a moment and then repeat until you are comfortable with the reticle being in focus.
Go to range and try what GB213 said using the towel, if you still have the same issue then try to refocus the eyepiece at that distance still looking at the target, if it does become clearer there is a chance the erector colimation is not correct. Manufacturers all have different specs as to what is acceptable and generally this process is done by a human and there is the possibility that it is a little out of spec. That might allow for the reticle to be slightly out of focus but will cause the target to also be slightly out of focus, then as you try to become parallax free it will cause even more focus problems.
This usually only appears on cheaper scopes but as I said this job is done by humans who can suffer eye fatigue so it also must be considered.
