Gunsmithing Varying trigger pulls vs. Bolt throw speed

What causes the trigger pull to vary (700 Rem), when the bolt is operated at different speeds? Fast bolt throw, heavy pull, then slow throw, lighter pull? As much as 3/4 - 1 pound difference.

It's not a trigger issue, as I've had 3 different triggers in this gun, all do the exact same thing. I've also noticed other factory guns with this problem.

It has to be the cocking cam surfaces coming to rest at different locations, correct? But how do you fix it?

I guess a Jewell trigger with a 3 lever design would isolate this? But that still doesn't fix the problem.
