What's the difference between VS and PSS?

I want to set up a mid range rifle for my brother and because of cost considerations, it needs to be a factory rifle.

My brother is beyond a beginner but not yet an expert shooter.

He has located both a Rem 700 VS 308 and a Rem 700 PSS 308. There is a price difference but that wouldn't break the bank.

Is there enough of a difference between the two to spend the extra money?

What is the most additional that he should spend if he decides on the PSS?

Other than the obvious difference in the stock, is the PSS "better" relative to beginning components?

Price & Stock , and you can always upgrade the stock down the line

I had a VS 308 at first, stumbled across a PSS 308 many years later at a great price, they both shot the same great groups.

Spend the extra money on good ammo or put toward optics.

What is the price difference? If less than 200, he can get the PSS, shoot it, and when he wants an upgrade, sell off the stock for that price.

As I recall the VS has a jeweled bolt vs the PSS subdued. No real dif in components. VS stocks usually sell for a little less than PSS stocks on here.
