I actually prefer a 3/16" stone on a dremel, makes a nice small notch. Not much is needed and it doesnt need to be wide. Find center of feed ramp, working from underside makes this job easy, mark with sharpie and just make a 1/8-3/16" deep notch. The rd doesnt use the bottom 1/3 of feed ramp anyway during feeding, so with a nice precise cut, no clean up is needed.

If memory serves, Carbon 6 uses McGowan blanks, which used to be pretty good, but there have been rumblings over the interwebs that their quality has slipped considerably, which would explain the same slip in quality at carbon 6. They would likely be better off going with Shaw barrels, if their goal was good accuracy at an entry level price.

That moves the whole image with the reticle. Where the reticle is IN the image (i.e. where the POA is) does not change.

All eyepieces exhibit this effect to some degree.
