These are critical factors in doing what you are suggesting. Its the time aspect that is important - if a shut down lasts only months it crushes the ROI to retrofit or build. So in the time it would take to do those things and the length of time of the disruption is where the economic impact lies.
With ABQ it depends on the mode you use. If its in DOF mode then just keep it pointed at your targets and you are good. If in North mode you will need to keep it pointed North as you adjust. Heres 2 of the 3. I have to expand them before chamfering so they will fit over the pilot on my henderson trimmer. There were no signifi ant burs on the necks and my mandrel is in great shape. When these necks folded in, the feeling was nearly indiscernable from the rest of the cases, didn't realize what happened until the case came out of the die.

Keeping production costs down on building refineries would be a start. Circa 1975 I signed on as a union painter when they were building a Champlain refinery in Corpus Christi. When they didnt have any work they'd send us up to the top of the tower with a broom and told us "Stay up there out of sight." We were making $7.00 per hour (then beni's on top of that)do stay out of sight and there were a bunch of us. Not a complaint, 7 per hour for snoozing is alright with me but damn...Its not a financially viable solution.

I think you are letting this American self sufficiency idea, override what is actually financially viable and wise.
I personally agree we should build more Refining capacity in the US. But it is not something that can just be flipped on and off like a light switch. And you must consider market fluctuation. If you have some ace up your sleeve knowledge, the industry would pay you well to share it.

They are driven by short term greed and don't give a fuck.

Our short term profit driven system is eventually going to run itself into the ground.
The narrow minded strategy of riding a horse into the ground will bite the US in the ass.
Investing money into infrastructure that will run our own oil and make profits will be the future like it or not.
