I got a couple of replies back from some of the Senators...

they are mostly fine with them for shooting, just not hunting.

Scott, I got several favorable replies. I sent out several e mails mostly concerning predator hunting and how I thought a suppressor would help in my particular situation. Fortunately a couple of my representatives are also in the sheep business and happen to have me as their trapper.

Contacted mine with lots of info provided.
Also, the American Silencer Association rep showed up today to lobby for passage of SF 132.
Gaining some traction, I hope.

Seriously, WYO residents as well as out of state suppressor owners who would like to hunt in WYO with a suppressor need to email reps and senators NOW.

I used it to send out my info packet. I have two responses so far. Both appreciative of the facts and one stated the info is swaying his indecision. The other is still a no vote for game hunting because of the lack of noise concern.
I am unsure of how to counter this. Anybody have any thoughts?

Ben, I used the popularity of archery and how the absent of noise has never been a debate for it. As fair chase I know when I shoot at an animal with a bow which has a whole lot less decibels animals still hear the shot and run.

state the shooting of predators, prairie dogs, etc. high round count, repetitive shooting and dog towns. all the excessive noise for the public and hearing damage to the shooter.

elaborate more of course.. but a start.

I really hope you guys get this through. We have one going through for hunting wolves with supressors. I don't care for hunting as much anymore after owning a few supressors. Don't like it when my ears ring.

I have addressed the non-game issues minimally because I don't want legislators to focus on the non-game side of this bill; I want to be able to shoot game without hearing damage! I will incorporate the archery noise level into my info in the future. Thanks for that one.

I think you have made many valid points. Noise and hearing issues related to noise in my opinion is more of a problem on the target range and hunting non game species such as prairie dogs when multiple shots are expected.

I don't believe, however, that there are many valid reasons to have such noise silencers on game hunting trips. When I am hunting elk, I want to know about where and in what direction the shots are coming from. Also, game hunting does not involve multiple repeated shots and the accompanying noise. I have gone elk hunting during the last 10 years. I have fired 14 times during that period and took home 8 elk. I don't think my hearing has been damaged by listening to these 14 shots.

Thus, I will support it for all target and non game shooting but not game shooting.

I think if you talked to an Audiologist, you would be surprised on the amount of hearing damage even one shot causes, let alone repeated shots or exporsure. I encourage you to call Sheridan Audiology and talk to them.

A gunshot is equal to and most times greater than 140 decibels depending on the caliber used. Any exposure to that range of dB causes immediate and permanent hearing damage. Any sound above 85 dB causes permanent hearing loss. A gunshot is almost twice that amount !

The hearing loss is related to the power of the sound and the length of exposure. ie. More gunshots equals more permanent and damaging hearing loss.

Therefore, I think the use of suppressors would help benefit all shooters, hunters, outdoorsman and public alike.

Additionally, the state Senate voted this morning to repeal the state prohibition on hunting with sound suppressors (which are additionally regulated under federal law) while providing additional penalties for those who use them illegally. In a 23 to 7 vote, the Senate passed Senate File 132, introduced by Senator Ogden Driskill (R-01). This bill now goes to the House for consideration, so please contactyour state Representative and politely encourage his or her support of this common-sense hunting reform measure.

The American Silencer Association lobbyist Todd Rathner is on the ground in Cheyenne, and he just sent this update:

The Wyoming Hunting With Suppressors bill SF0132 will be heard in the AG Committee on Tuesday February 5th at 8am. There will likely be an amendment offered for the bill that would make it legal to only shoot varmints (prairie dogs, and coyotes) with guns equipped with a suppressor. We find this amendment to be completely unacceptable and it MUST be defeated. Every other western state but California allows hunting big game animals with suppressors (Montana is varmints only but we are currently working on that).

The primary argument against hunting big game animals with a suppressor is that it violates the tenets of "fair chase". This is an absurd argument given that all common hunting cartridges are "supersonic" meaning that the bullet will strike the animal well before it hears a sound, with or without the use of a suppressor. Also imagine if you are out hunting varmints with a suppressor but have a big game tag in your pocket you would be subject to a violation and could face fines, jail time, and hunting license revocation! That is why this amendment must be defeated.

It is critical if you live, hunt, work in, or visit Wyoming you must contact the following legislators who are on the AG Committee and POLITELY ask them to VOTE NO on ANY amendments to SF0132 and VOTE YES on the unamended bill.

You might direct Outlaw 6.0 to this entire thread because if he is shooting paper/steel other than indoors (apparently) he's in violation of G&F's interpretation of the legislative intent of the statute.

Which is precisely why this bill was brought forth and is being given a fair hearing.

And DT7 had an absolutely spot-on reason to not allow any amendments

In addition, you should call the House receptionist and leave message for the AG committee members above asking them to support SF132 with NO Amendments.

The House receptionist number is 307-777-7852.

Rep. Blake, Zwonitzer, Greear, Semlek and Campbell are the ones I'm not sure about their support.
Rep. Semlek offered the amendment to allow for non-game only. Please explain in your phone calls that other states allow hunting for all species and there are no apparent issues in those states.
Be polite and ask for support with No Amendments.

This is going to be heard on Tuesday Feb 5 at 8am in Committee.
If it makes it out of Committee it goes to the House Floor next.

emailed the AG committee again today. I didn't get any response from the senate to my emails, but at least it passed. Hopefully we can get our voice heard.

The biggest issue I have seen is that those in opposition are really just uninformed an suppressors. The more we can educate folks, the less likely they seem to be to oppose this.

Everyone get to the phones and emails. Out of state folks can have impact as well since they bring money to the state from hunting.

Today, the state House Agriculture, State and Public Lands and Water Resources Committee voted 6 to 3 to repeal the state prohibition on hunting with sound suppressors (which are additionally regulated under federal law) while providing additional penalties for those who use them illegally. Representatives Dan Zwonitzer (R-43), Rita Campbell (R-34), and Stan Blake (D-39) voted against this bill. Last week, the state Senate voted 23 to 7 to pass Senate File 132, introduced by Senator Ogden Driskill (R-01). This bill is now eligible for a final vote of approval in the House, which could be held as early as tomorrow. Thanks to testimony from Shane Coppinger (whom I had NEVER seen in a coat and tie before) of Thunderbeast Arms in Cheyenne, Todd Rathner of the American Silencer Association and several other outstanding citizens who spoke on behalf of the bill, <span style="color: #FF0000"><span style="font-size: 14pt">SF 312 moves to the Committee of the Whole TOMORROW on Wednesday Feb. 6, 2013</span>.</span> A time is not specified. The House AG Committee members will discuss their vote and make a recommendation to the Whole House on the bill.

This will be the <span style="color: #FF0000"><span style="font-size: 14pt">First Reading</span></span>. The House will have discussion on the Bill, allowing members to speak on recommendations for or against the bill as it stands, or to offer amendments.

<span style="font-weight: bold">We can expect that someone will offer an Amendment to only allow non-game and predators to be hunted with a suppressor, stripping game animals from the Bill</span>. The WY G&F Wardens Association mounted considerable opposition to the Bill this morning in the AG Committee. Any Amendments will be voted on as well. The Bill could stand as written or with Amendments.

The next day, on <span style="color: #FF0000"><span style="font-size: 14pt">Thursday Feb. 7, 2013 the bill will have its Second Reading</span></span> in the House with the same process as before.

Finally, on <span style="color: #FF0000"><span style="font-size: 14pt">Friday Feb 8, 2013, SF132 will have its Third Reading</span></span>, the final one before it goes back to the Senate.

NOW,and THE NEXT THREE DAYS is the time we, YOU AND I, really need to make our voices heard if we want to change State law.
