The House had a long debate today on the budget and did not get to the General File. Probably tomorrow. We're still good.

I had one Rep. tell me that her mail is running 50/50 and she still is considering all points.

Please continue being professional and reasonable. Call and email, have your friends call and email. Voice support for SF 132 with <span style="font-weight: bold">no</span> amendments

It needs to be read 3 times. If any amendments are offered, they 'll be voted on individually. If they pass, they'll be attached. If not, they won't.

After 3 readings, it goes back to the Senate side. If any amendments are attached and the Senators don't like them, they'll vote the bill down and that's it. Done for two more years.

If it comes back with NO amendments, the Senate will read it a third time, pass it and it will go to the Governor for signature. Would go into effect July 1, 2013

Wyoming: Hunting Improvement Bill Under Attack in the House

Hostile Amendments Introduced - Call your state Representative TODAY to Oppose Them

During Committee of the Whole (COW) today in the state House of Representatives, a pro-hunting bill that would remove the state prohibition on hunting with sound suppressors was amended with unnecessary and crippling changes. Senate File 132, introduced by Senator Ogden Driskill (R-01), has already passed in the Senate and House Agriculture Committee by overwhelming margins. However, Representative Albert Sommers (R-20) added a last-minute amendment that would maintain the state’s ban on hunting with suppressors for all game except varmints. Please contact your state Representative and politely ask him or her to vote to remove this crippling amendment when SF 132 comes up for a final vote either tomorrow or Wednesday.

Rep Madden on the other hand, was not as receptive to being politely asked to vote against the amendmend. Please keep in mind that I had not used any derogatory or accusatory words. I simply asked that they vote against the amendment while supporting SF 132 as a whole; pointing out, those who wish to not utilize a suppressor in the game fields lose nothing with supporting the bill.

Here's what I got back:

Mr. Dabney:

I am extremely disappointed by your no-compromise attitude.

I respectfully disagree. If I am out hunting elk in the Big Horn Mountains like I do every year, I want a true sound from somebody around the next hill from me. I don't need some nut trying to fool me by a shot that I cannot ascertain the origin.

If this amendment does not hold I will not vote for it. Period.

I think if you can use a silencer for every other hunting or shooting opportunity except big game that you will be able to have a fulfilled and complete life. There is no merit to <span style="font-style: italic">any</span> of your arguments except that you are a no-compromise type of person.

Here is my original text to him (and all the other reps):
"Dear Legislators,

Please vote to remove the Sommers amendment from SF 132. This amendment is not good legislation, it is the result of a lack of understanding of suppressors and basic physics.

As my original email stated (see below), suppressors will reduce the risk of hearing loss to the shooter and immediate bystanders, but they do NOT silence a shot. Suppressed shots can still be heard for miles. Using the "logic" of Mr. Sommers, archers should be required to shoot off an airhorn whenever they shoot and all mufflers should be removed from hunters' vehicles for the duration of the hunting season.

Let's not let ignorance of the worst kind, that is intentional ignorance, sway our lawmaking here in WY. Places like California already have shown where that will get us.

Please support SF 132 without amendment, which will allow suppressors to be used for hunting. This is a good piece of legislation that will not contribute to any increase in crime or poaching, if the experiences of the more than 25 states that allow big game hunting show anything. This critical legislation will allow hunters and shooters to protect their hearing while afield and clarify the current vague law."

Yesterday, Representative Albert Sommers (R-20) added a last-minute, crippling amendment to a pro-hunting bill that would remove the state prohibition on hunting with sound suppressors. Representative Sommers’ amendment to Senate File 132 would maintain the state’s outdated ban on hunting with suppressors for all game except varmints. Earlier today, Representative Mark Baker (R-49) offered a counter amendment that would erase this unnecessary restriction. However, despite the flood of comments from hunters and sportsmen who vigorously support full inclusion of suppressors for hunting, 32 state Representatives ignored their constituents by voting against Representative Baker’s amendment.
SF 132, as introduced by Senator Ogden Driskill (R-01), has in the Senate and House Agriculture Committee by overwhelming margins. Please contact your state Representative and politely ask him or her to vote to remove Rep. Sommers’ crippling amendment when SF 132 comes up for a final vote tomorrow.
This is your last chance to contact your state Representative and politely encourage his or her support of this common sense hunting reform measure – WITHOUT the Sommers amendment.

It only has to pass with a majority.

I've sent a very direct request to my Rep with my wishes for her vote to support SF132 with NO Amendment.

Rep. Baker is a good guy. He got kind of beat up today over this.
Send him a note of thanks for offering the amendment to strip Rep. Sommers Amendment from the Bill.

BTW, for those Colorado residents that want to weigh in with Governor Mead, here is the text of my email to him if you'ld like to copy:

Governor: As a Colorado resident who frequently hunts and fishes in Wyoming, I urge you to sign SF0132. I frequently use a suppressor when hunting in Colorado and look forward to the opportunity to do the same in Wyoming.

Most of what you may hear in opposition to this bill will be either uninformed and based on Hollywood depictions of suppressors, or simply motivated by anti-hunting sentiments. Please do not be fooled. Suppressors reduce the sound of a high powered rifle to almost hearing safe levels, but they still make plenty of noise. Due the sonic crack of the bullet, it is impossible to make a high powered rifle "silent".

Wyoming : During session, governor must sign or veto legislation within 3 days (excepting Sundays), or it becomes law without signature. Legislation received by the governor with 2 days or less remaining in the session, must be acted upon by the governor within 15 days after adjournment, or legislation becomes law without signature.

Sweet! Wish it was effective immediately as there are a shit ton of coyotes around that need thinned out and it would be nice to use the 30P-1. Guess I'll just have to wait...

I would be curious as to how much if a local increase in sales TBAC will have due to this passing. I know lots of people that wanted one but couldn't justify the cost without being able to hunt with it. I'll be sure to be out spotlighting on June 30th around midnight to take one of the first suppressed coyotes!
