You're bigger problem is vetting of unknowns, and not over / under reacting.
This is why so many are already really late to the party. The groups/churchs around here are known to all the other groups/churchs, an this is a none issue for us. However in places just 30-40 miles away this will be in the forefront an most of those seem to think they will recover our stores after local stocks run out. Most of them/that type are so fat an out of shape after a 3 mile walk down a paved road they well be laying there asking for help to get up off the ground. Their logic is buy an AK, dress like Rambo, an their flush. They have no clue about tactics, como, or any other finer points of survival. They types will re-supply the streets in more ways than one.
Our biggest threat is from Atlanta, an Birmingham, but we all have a plan in place to deal with that trash very quickly if need be. Sad thing is a few of our members live in those shit holes, but they will also be the trip wires. We have plans of getting them out in very unconventional ways if need be.
Your right (b)Not(/b) every one will be a threat, so body language skills, an gut/enter voice will rule the day.

There will be clans and war lords. Good one and bad ones. The good ones will be happy to see the Mil come in and restore law. The bad ones cannon fodder.

The main take away I had from Johnstone's "Out of the Ashes" was the people he observed fell into one of three groups:

- Banded together for security and attempted to rebuild communities.

- Banded together to rape and pillage

- Stood around waiting for the government to come help

I had a conversation with a prepper friend a while back, and they asked me what I would if the shit hit the fan.
I said, "Well, I know where your place is and I know you'll be well prepared."
They replied, "That's for us. Not for you."
Me, "Until I get there. I ain't knocking"

The look on her face was priceless!
 
Survival is just like business, the three most important things are location, location, and location.

I'm surrounded by clean water, wild game, arable land, cattle, oil (with refinery), coal, and most importantly, low population but what we have are 95% good people. Following the purge of the tweekers, it's all gravy from there. The closest city with 1M population is over 800 miles away, closest with over 200k is 300mi, and it's 80 miles to the closest Walmart (best gauge for remoteness). I moved here for a reason, nobody wants to be here that isn't looking to be here for those same reasons.

Aside from that, I'm as prepared as you would expect me to be.
 
Laws and being a nation of laws are what provides liberty. I think most people who share your sentiment understand that. I see no real distinction between the person who wants to be a totalitarian warlord, and the one who wants to write so many laws everyone is a criminal. Both want unrestricted power. The one is simply a coward and the other is not.
