What about the handful of good, honest Americans in the area? We can't leave them as hostages of a domestic terrorist organization.

We tried appeasement with Hitler. Give them three minutes to disperse and let them know tear gas is coming. Keep a big timer on one of those light up road signs posted as high as possible. Remind them every 30 seconds on a bullhorn, then let the gas loose. Start the process over again and let them know the next round will be rubber bullets. Third round is live fire. After the second round there will only be one or two idiots left anyway. One way or another the whole thing is over in 10 minutes and nobody can argue fair warning wasn't given.
