For anyone arguing about the shot placement
I watched the video and the bullet struck Charlie in the chest plate and the ricochet hit his neck.
The impact is clear, this wasn't some amazing professional shooter.

You'd be flabbergasted to find out how many of those cameras aren't working. Seriously.
Hospitals, schools, businesses, etc... they put cameras in and they work for a while and then crap out. But unless it's a bank, casino, or some other place that actually takes security somewhat seriously... It's hit or miss on whether they're working.
It's usually a combination of:
A) Not in the budget to keep fixing/replacing cameras. And B) the belief that seeing that black bubble on the side of the building will dissuade most would-be criminals.
Can conspiracy play a part? Sure. But most of the time it's plain old cheapness, laziness, and utilizing hope/luck as a strategy.

There is a hike I have been wanting to just go and do if the loons try to get salty. Follows the old stage trail from the Mojave side of the mountains to I would have no phone, no satellite, no radio, just a map, compass, a weather radio, filter for water, gear and a few mres and set out here in the mouth of the Black Canyon. Things to see and probably some that haven't been found yet. 2 - 3 weeks would probably recharge my soul.
