Re: CZ 455 receiver The stocks sale fast and if your planning on a .22lr trainer you can buy the initial rifle in WMR or HMR and have that capability later... Some people are happy modifying the CZ stock trigger so they don't have to be replaced unless your not happy.

Re: New AR15 KNS non rotating pins Are you planning on using the Geissele trigger? If so it is recommended in using the pins that come with the trigger instead of the KNS pins, something about pin hardness and being honed to fit. Just some other tidbit of information.

Re: First precision rimfire. I think your only option in that regard is a Volquartsen Magnum custom. Good overall package using the stainless receivers and threaded-in barrels. (Could also grab an extra .22WMR/.17HMR barrel to make it more flexible platform) Should be below your $1500...
