Gunsmithing Attaching a rail

I have a HS stock and would like to install a rail to the bottom of stock for a Atlas Bipod. What is the best way to mount it?

Here you go...same basic principles apply to installation of the BT15 or BT17 forend rail to the HS Precision stock:

I recently installed a Seekins rail on my H&S and it was very simple, unscrew the two sling studs put rail there and bolts back in it.
