Legalizing or permitting fucked up doesnt make it 'normal'. Whatever normal may be.
Normal is subjective and malleable.
20 or so years ago it wasn't "normal" to let a metal and glass pop tart tell you the best/fastest way to get where you're going and if you walked around talking to somebody who wasn't there people would cross the street to avoid you.

I could attempt to list all the examples of changes in "normalcy" in every facet of human behavior but it hardly seems practical or possible.
